Shian-Lao, a City of commerce, a City of calm, a City of callithumps. While the place is bustling and has around it a small amount of foliage, the main bulk of the city (Link) is rather majestic and alluring to look at. The residents of this city like for their homes and shops to look good, and they maintain quality over quantity, it's part of how they've become such a rich city.
The wealth of Shian-Lao is large and if a ranking of rich cities were to come in to play they may be rather high on the listing despite their lack of massive technology, they have gotten by just fine.
Within Shian-Lao there seems to be a vast variety of races, Humans, Felit, Psiren (often kept as private singers though VERY well paid and taken care of), Sheeple and Abyssals, though the numbers of Sheeple and Abyssals exceeds that of any other race here, they get along in harmony, if the balance is upset, the offending people are thrown in to the waters surrounding the Sunken City with a Rock attached to their feet while they themselves are bound.
The City has four temples, one for Earth, Wind, Fire and Water. Each year a festival is held for all of the deities at once, though their main attraction is always at the Earth temple. They respect each element and thank them for good harvests and the like. The Temples are positioned in such a way that they are at the best place for each, the water temple is near water, earth is in the forested area, fire is kept near where a lot of cooking is done in the city and wind is high on a the largest hill within the city limits so that it may catch the wind.
Their clock has special times of the day, the morning is the time of wind, mid-day is the time of fire as it's the hottest part of the day, the afternoon is the time of earth and the evening is the time of water. Their lore expands way back to when the city once gave shelter to the Earth God, and in turn were blessed with beautiful natural things around their city, any flowers brought to Shian-Lao even if they are dying will be revived and life will be breathed in to them.
Medicines also seem to be more effective on the sick within the city limits, the city seems to be a place of healing and relaxation.
